This is a hand written old scroll attributed to Dainei Enku 1865-1943), a monk that studied in both Pure Land and Obaku Zen, Obaku Zen uses nembutsu as as part of their meditation rituals.
Dainei Enku was one of the monks that opposed the war, when the main Buddhist sects officially supported the imperial war efforts, some smaller sects like the Obaku stayed away from it, but remained silent fearing to lose their temples and persecution.
Dainei Enku just couldn´t remain silent and held his pacifist and non-killing beliefs, he criticized hardly the War and specially the Buddhist that sanction the war.
Regardless of the author, the scroll itself shows an outstanding calligraphy in Chinese characters (kanji in Japanese).
The scroll is on auction and the funds will be donated to an old small Obaku temple that is undergoing some repairing in Aichi prefecture, Japan.
